A Baytown police officer is under both criminal and internal investigation after allegedly misusing the department's Flock license plate reader system. Police Chief John Stringer says the officer will be held accountable if the allegations are substantiated. While officials have not released details about how the system was allegedly abused or identified the officer, the Harris County District Attorney's Office has also been asked to investigate.
