It is not 30% of the day and not 30% of the sky. The number is about one spot — yours. The way the National Weather Service office in Paducah explains it, a forecaster multiplies how sure they are that rain arrives at all by how much of the map it covers once it does. Certain but patchy, or unlikely but everywhere, and your phone prints the same number. And it counts as rain if one hundredth of an inch lands where you are.
