Eleven days before the 2016 election, the FBI Director sent Congress a letter reopening a candidate's investigation. Four months earlier, he had announced no charges against that same candidate — while spending fifteen minutes describing her conduct as "extremely careless." Democrats say the letter cost Clinton the presidency. Republicans say the July announcement was a cover-up dressed as candor. Both called for him to be fired, at different times, for opposite reasons. In June 2018, the Justice Department's Inspector General published nearly 600 pages on all of it — and reached findings that satisfied nobody.
