Code § 7920.000 et seq.) the California ALPR Privacy Act (Civil Code § 1798.90.50 et seq.) and the California Electronic Communications Privacy Act (CalECPA, Penal Code § 1546 et seq.) This request specifically concerns physical surveillance nodes deployed across connected corridors—including San Leandro, Hayward, Oakland, Ashland, Cherryland and Castro Valley—that capture, record, stream or log data from pedestrians, cyclists and non-drivers in public spaces. Please provide electronic copies of the following public records created, generated or modified between January 1, 2024 and the present date: 1. Multi-Sensor Hardware Specifications, Video Capabilities & Retention Schedules Documentation, user manuals, technical specifications, hardware configuration sheets and deployment logs for all installed surveillance nodes capable of: •Continuous 24/7 video recording, live video streaming or real-time video analytics. •Pan-Tilt-Zoom (PTZ) operation or wide-angle overview optics. •Ambient Wi-Fi probe request logging, Bluetooth media access control (MAC) address detection or radio frequency (RF) signal capture. •Standard snapshot-based Automated License Plate Reader (ALPR) reads. •Standard Operating Procedures (SOPs), privacy policies and retention schedules governing video footage, live-stream access and wireless signal data collected from pedestrians and cyclists traveling on sidewalks, crosswalks, bike paths or public roadways. 2. Inter-Agency Data-Sharing, Integration & Network Audit Logs •System audit trails, integration agreements and data-sharing logs identifying all external, out-of-county, out-of-state, federal or regional intelligence hubs (including the Northern California Regional Intelligence Center / NCRIC, Real-Time Crime Centers / RTCCs or unified platforms such as FUSUS) granted access to search, query, view live streams or receive data originating from hardware in your jurisdiction. •Records showing mutual network access or cross-jurisdictional data sharing between ACSO, San Leandro PD, Hayward PD and Oakland PD. 3. System Search Audit Trails & User Access Logs •Complete system-generated "Organization Audit Logs" and user access trails showing all searches, video views, database queries and license/identifier queries performed by your department’s personnel or external users within local surveillance databases, including timestamps and search rationale/case identifiers. 4. Executed Vendor Contracts & Master Service Agreements •Executed contracts, amendments, purchase orders, data processing addendums and privacy agreements between your agency/municipality and surveillance vendor(s) regarding camera hardware, continuous streaming software and data hosting.
